Kwon was traveling southbound on Chain Bridge Road when he pulled to a stop partially in the crosswalk at a red light, Fairfax City Sgt. Kyle Penman said.

Kwon told officers he saw the pedestrians and thought they were waiting to cross Fairfax Boulevard. Kwon made a right hand turn onto westbound Fairfax Boulevard as the pedestrian 'Walk' sign lit up and the two victims stepped into the Chain Bridge Road crosswalk to travel eastbound.
