Update, 11:25 a.m

Vienna resident Jose Marquez has been arrested and charged with driving while intoxicated and refusing to submit to a Breathalyzer test. He did not have car insurance and had also failed to update his driver's license, Sgt. Joseph Johnson said.

At 7:32 a.m., Marquez was driving a white Ford van at about 40 mph, heading eastbound on Fairfax Boulevard when he crashed into a Jeep, which was stopped for traffic. Johnson said Marquez did not brake before crashing into the Jeep.
